Carbon County Board of Commissioners updated on multiple items

Spring brings growth and change for the Commissioners to consider

Carbon County Sheriff Alex Bakken was the first to speak with the Commissioners. He asked the Commissioners for an approval on a Memorandum of Understanding (MOU) between the Town of Saratoga and Carbon County Sheriff’s Office for the purchase and transfer of ownership of used Motorola Dispatch Consoles at $10. New consoles have been installed at the CCSO.MOU approved. Bakken reported they’re helping Wyoming Game and Fish with patrolling high traffic shed collection areas that are hit pretty hard. 

Carbon County Road and Bridge 

Kandis Fritz, Road and Bridge Coordinator told the Commissioners that her department is waiting a bit to open the seasonal roads due to shed collectors. She said that they will probably get the blower out to the South Road and Jack Creek this week. 

Carbon County Planning and Development 

Carbon County Planning and Development Director Sarah Brugger brought four cases to the Commissioners.

C.U. Case File #2023-05-Two Rivers Wind LLC-”Two Rivers Transmission Line Project”

The Commissioners accepted the Certifications for Recommended Action. Hearing June 6. 

A public hearing was opened at 11:30 for Z.C.Case #2023-01-Frank and Jeri Holzworth. Applicant requested a zone change from Ranching, Agriculture and Mining (RAM) to Forestry Production and Seasonal Recreation (FPSR-1.68) on Tract 66 located in the Overlook Retreat Subdivision #1. Location is approximately 22 miles south of Elk Mountain on Carbon County Road #101 (Medicine Bow Ranger Station Road) and on U.S. Forest Service Road #105 about one mile north of Turpin Reservoir. The Commissioners did adopt the amendment for the zone change. 

C.U. Case #2023-03-Union Telephone Company-request a Conditional use permit for a telecommunications tower up to 155 feet tall and related facilities/equipment. Site is located approximately 6.5 miles south of I-80 exit 235 and WY HWY 130 on the west side. The Commissioners voted to table this for Union Telephone to have time to prepare to answer questions that the Commissioner have. They will revisit this on June 20, 2023 at 11 a.m. 

C.U. Case #2023-04-Union Telephone Company-request for a Conditional Use Permit in the Rural Residential Agriculture Zone. The request is to permit a telecommunications tower up to 105 feet tall and related facilities/equipment. This will be known as the Savery Communications Site, located approximately ¾ of a mile east of Savery on the north side of HWY 70. Land owners are Lee H. and Francelle Robinson. Commissioners decided to table the permit and send it back to the Carbon County Planning and Zoning Commission to seek variance. This will take place on July 5, 2023 at 11:30 a.m. 

The next Carbon County Commissioners Meeting will be May 16, 2023 at 2 p.m. at the Riverside Town Hall in Riverside, Wyoming.
