Hanna Town Council meets after three attempts

The Hanna Town Council met November 22 at the Hanna Town Hall. The Council had not met since their regular meeting on September 13. The meeting on October 11 was canceled when a car accident at Hanna Junction required two council members to leave as the meeting was starting and no quorum could be made. On November 15 there were not enough council members for a quorum.

Because of the two months of cancellations, there was a lot on the agenda for the evening.

Mayor Lois Buchanan told the council members who were present, the department and board reports were going to be skipped over so the Council could get to all the business which, in some cases, had been pending for over two months.  

Craig Kopaz from Engineering Associates was at the meeting. He said phase one of the Old Town Water System Rehabilitation project was complete. Phase two needs to be put out for bid. “As soon as we get AML’s agreement that we can put the advertisement out to bid, I would like to get it out there as soon as possible,” Kopaz said. The Council approved putting phase two out for bid.

Immediately after the approval for Phase two bids, Kopaz asked the Council to approve the WYDEQ permit application to construct phase two of the Old Town Water System Rehabilitation project.  Kopaz acknowledged costs had gone up since the first estimate in 2018. “There are options of other funding and I am looking at all the avenues,” Kopaz said. “I am tracking what is out there. My crystal ball is a bit foggy on what is out there.” The Council approved the permit application to WYDEQ.

Money from the New Wyoming Community Gas Project in the amount of $3,875.14 was discussed. There is a fund for outdoor bathrooms at the recreation center monies have been going into. The monies were approved to go into the same fund.

The maintenance agreement from Long’s was put forth to the Council by Parks and Recreation Director William Armstrong. “I know it has gone up since last year,” Armstrong said. “It is expensive, but it can be more expensive if something breaks because it was not being maintained. They service the high school and honestly there are not a lot of companies who will come to Hanna. Plus they know the facility.” There were a few audience members who said there was a new contractor in town who might be worth talking to.The Council decided to table the decision until more options were explored.

A Memorandum of Understanding (MOU) between the Town of Hanna, the Hanna Parks and Recreations Center, Carbon County School District No. 2 and the Boys and Girls Club was then approved. “We are looking to have the Boys and Girls Club come to the recreation center the second week of January,” Armstrong said. “It looks to be a win-win situation for all with them coming to northern Carbon County.”

The next regularly scheduled meeting will be at 6:30 p.m.on December 13 at the Hanna Town Hall.

Employee appreciation dinner for December 10.
