Encampment tables new business district zoning and SCWEMS vote

The Encampment Town Council decided to table a vote on the ratification of David Starr to the at-large board seat on the South Central Wyoming Emergency Medical Service (SCWEMS) Joint Powers Board (JPB) at their regular meeting Sept. 10. The council cited the need for more information on Starr and possible conflicts he may have with current SCWEMS staff and JPB board members.

Ken Drain, chairman of the SCWEMS JPB addressed the council to announce the upcoming meeting regarding the SCWEMS Memorandum of Understanding (MOU) or service agreement with the town of Hanna and to discuss Starr’s board nomination. Mayor Salisbury said he would attend the Sept. 22 meeting about the MOU. Town Clerk Doreen Harvey requested that SCWEMS provide a written background of the MOU issue for the town council before the meeting.

The town council also decided to table the second reading of Ordinance 2015-08-13 which would have changed zoning in the towns existing business district to curtail further residential development along the highway frontage. Mayor Salisbury said that after a number of issues were brought to the council’s attention it would be better to revise the ordinance before the town moves any further on the resolution.

Vonda Wieburg and the Dirt Diggers Garden Club received approval to move forward with a small fenced area and a plaque memorial at the cemetery. Other zoning approvals included allowing Desi Vacher to build a sidewalk at the Pine Lodge.

Bob Herring addressed the town council about ways to slow traffic coming down from Battle Pass. Mayor Salisbury and the council acknowledged the problem and said they would look into moving the radar speed sign to a better area and ask the Wyoming Department of Transportation about possible modifications to the road such as speed bumps or rumble strips to slow traffic as it comes into Encampment.
