Hanna signs MOU

Hanna Town Council held a special meeting on August 28.

In attendance were Mayor Lois Buchanan, Council members Sammy Sikes, Linda Schisel and Bob Patton. Council member Tracy Fowler was absent.

Before the meeting, Buchanan informed the council there was a bid to resurface the Hanna Recreation Center gym floor.

“It has come in at $59,081,” Buchanan said. “Dynamic, a company from Texas, are the only company to have placed a bid.”

The council quickly approved the agenda and the first topic to be voted on was the bid for the floor from Dynamic Sport Construction. The council approved the bid.

The next order of business was to approve the 2020 salary publication for Hanna. It was approved unanimously.

A new account was approved to be opened at the RNB State Bank for the 2019 Specific Purpose Tax funds. The money has started to come in and a new account was needed.

“The next thing on the agenda is to approve retirement letter from Treasurer Pam Paulson,” Buchanan said. “Pam is slated to be done October 16, but has said she will stay after if needed for training the new person,”

Buchanan paused and then said, “It is going to be strange here without you. Thirteen years you have been here and that is a long time.”

Paulson agreed it will be strange for her to be gone.

Sikes made the motion to accept the resignation. Schisel said she reluctantly would second it.

The last order of business on the agenda was to approve the Memorandum of Understanding (MOU) between the town of Hanna and all parties listed for impact assistance funds for the Gateway South Transmission Line project.

“We had two meetings this week on the impact of the South Transmission Line ,” Buchanan said. “We came down to asking for $400,000 for our share, plus we are going to enter in a road use agreement with the company (Pacificorp). That should cover the funds for Jefferson and Second Street. This will be in addition to the $400,000.”

Paulson said that she was hopeful to get an amended MOU for the Gateway West Transmission Line to try and get leftover funding.

“We are going back to Gateway West because we didn’t get enough funding,” Buchanan said. “We had no idea we were going to be impacted by this project as we were.”

The town of Hanna had been under the impression that few trucks would be using it’s roads or needing it’s water. Medicine Bow had been slated to be the supplier of water, but that had changed.

“We thought Medicine Bow was going to used more than us and that’s why we didn’t ask for more money,” Paulson explained. “But these trucks going down our streets all day long has certainly impacted our streets.”

The MOU was approved for the Gateway South Transmission Line project.

Buchanan gave a quick report on the Hanna landfill. She said the shop would be able to be used to house equipment and that the road going into the landfill could now be used.

“Everything is moving along,” Buchanan said.

The Council went into Executive Session at 6:47 to discuss personnel matters. The Council came out at 8 p.m. and no actions were taken.

The next regularly scheduled meeting is at 6:30 p.m. on September 8 at the Hanna Town Hall.
