Riverside Town Council okays liquor license transfer, hears about Sixth Penny Tax, disc golf

At their regularly scheduled meeting at 7 p.m. on March 8 at the Riverside Town Hall, the Riverside Town Council held the third and final reading of Ordinance 223, transferred a liquor license from Riverside Hospitality, owned by Jolene Pavelka, to Encampment Hospitality, owned by Margaret Weber and heard from Irene Archibald about the Sixth Penny Tax.

Fred Lorenz, Riverside Town Council member acting as Chairman in the absence of Mayor Leroy Stephenson, opened up public discussion around the transfer of a liquor license from Riverside Hospitality to Encampment Hospitality.

The only discussion that took place was a question posed by Lorenz to Jan Cook, Riverside town clerk and treasurer, as to the number of times a liquor license could be transferred from one person to another. Cook informed Lorenz that, according to the Wyoming Liquor Division, a license could be transferred an unlimited number of times.

The board unanimously voted to transfer the liquor license and closed the public hearing. The council was then given an update on the sixth penny tax from Encampment sixth penny tax representative Irene Archibald. Archibald informed the council that they had returned over 20 thousand dollars to the bond issued to the Sierra Madre Sewer and Water Joint Powers Board (SMSWJPB) and that it was possible to have the bonds paid off by July 2018.

Shannon Fagan and Josh Craig, of Mother Mountain Anglers, requested use of the Riverside Town Park for the Tale of Two Cities disc golf tournament on June 23. Cook informed Fagan that the tournament was already on the schedule for the park.

Fagan and Craig also asked for a donation of 100 dollars from the Riverside Town Council in the form of a flag sponsorship that will go towards tournament prizes. The town council approved the request for a flag to be placed in Encampment during the tournament.

The town council approved the South Central Wyoming Emergency Medical Services (SCWEMS) Joint Powers Board amendment, accepted Kelly Ralston’s resignation as Riverside representative and, upon guidance from County Commissioner Sue Jones, re-appointed Ralston as Riverside representative for the foreseeable future so that the SCWEMS board could maintain a quorum.

Cook informed the council that Jolene Pavelka had an outstanding bill of $573.60 and that she has tried to contact Pavelka several times.

“My understanding is we can’t find her,” said Katie Cheesbrough, town council member.

Cook requested approval from the council to turn the bill over to town attorney Thomas Thompson for collection. The council unanimously approved the request.

In other business, the council discussed street maintenance and Lorenz informed the council he would see what could be done and report to the council at the next meeting.

The council also approved a building permit request from council member Elizabeth Swynarczuk for the replacement of a fence on her property. Swynarczuk abstained from the vote.

With no other business to conduct, the council adjourned.

The next Riverside Town Council meeting will be held at 6 p.m. on April 12 at the Riverside Town Hall.
