SCWEMS amendment signed, new fire gear, business district moves forward

Following a public hearing on the matter, the town of Encampment is moving forward with Ordinance 17.36.020(h), a zoning change in the business district.

Specifically, it will take a conditional use permit for existing trailer homes in the district to be replaced with trailer homes in the future. Public concern voiced at the meeting is that the zoning change may disallow the historical use of a property. Mayor Greg Salisbury stated that the town is trying to reserve space for future business development and the current zoning code does not prevent property owners for using lots in the business district from non-business related uses. The second reading of Ordinance 17.36.020(h) will happen at the next town council meeting.

Carbon County commissioner Sue Jones presented the county’s position on the proposed first amendment to the South Central Wyoming Emergency Medical Service Joint Powers Agreement after which, the Encampment Town Council approved the amendment as written. Elk Mountain approved the amendment at a special meeting on Monday, leaving the town of Medicine Bow as the only entity that has rejected the amendment.

The council also voted to support the Grand Encampment Museum’s 50th anniversary in 2016 by resolution.

The council passed the Wyoming Water and wastewater Agency Response Network (WYOWARN) mutual aid agreement. According to the WYOWARN website, the network is statewide and, “By signing the agreement and by notifying the volunteers below, utilities become members of a network of utilities that agree upon basic concepts and provisions for mutual aid and assistance in advance of emergencies.”

The lease for the retail space that is home to The Red Wagon was renewed to Alyson Sneddon. Sneddon also told the council that she is hoping to have 125 people take selfies at The Red Wagon on Small Business Saturday in honor of the 125th anniversary of Wyoming.

The council approved an expenditure of up to $500 to fund Tiger Appreciation Day in honor of the 1A State Champion Encampment Lady Tiger volleyball team. One other expenditure approved was for $5,000 to purchase three new sets of bunker gear for the fire department. The town also approved sending up to six members of the fire department to a mid-winter fire school

The town department of public works said they have a few children at play signs that can be placed in areas of concern around town to help slow traffic. The council also approved the yearly Christmas light contest, to be held on Sunday, Dec. 20 at dark.

The Encampment town office will be closed on Nov. 27, the day after Thanksgiving. The next regular meeting of the Encampment Town Council is scheduled for at 7 p.m. on Dec, 10.
