Master Plan contract in place

The contract for the Master Plan Consulting was approved at the Saratoga Town Council meeting on July 21. It outlines various goals for Community Builders, Inc. (CBI), the hired contractor based out of Douglas, Wyo., to complete in order to improve Saratoga. The contract emphasizes population growth, noting that the Platte Valley has lost residents in the past 30-35 years, though recently population change has slowed. In order to draw new residents, they will discuss and analyze housing inventory and land use in order to provide new developments within community borders. The Master Plan will be working with a one-mile buffer zone around town limits.

The Master Plan also focuses on sustainable strategies, such as recycling, composting, “green” construction products and methods and alternative energy options. Standard to plans like this, nearly every topic including tourism, Internet service, beautification, community facilities and so on will be included and improved upon.

CBI must be completed by May 31, 2016, with smaller scheduled deadlines from the time of execution to completion. The total cost may not exceed $100,000. The contract originally states $108,000, however it was reduced.

The Council heard Board position changes. KayCee Alameda resigned from her position as Board member at the Community Center Joint Powers Board, and the county will now advertise to fill that position. Don Sherrod resigned from the Saratoga/Carbon County Joint Impact Powers Board and the Clean-Up Committee due to health concerns. Craig Kopacz will fill his position on the Water and Sewer Board, though the Clean-Up Committee is still looking for a new member.

The Airport Board Lease Agreement was approved, with changes. The bid for contracting the re-paving of the taxiway has been approved to go up for bid again and they will begin accepting bids before the Airport Board meeting on Aug. 10.

The next Town Council meeting is 6 p.m. Aug. 4 at Saratoga Town Hall.
