Council researches consultants who bid to create Saratoga Master Plan

At 1 p.m. on April 24, the Master Planning Committee met with stakeholders to discuss who would be involved in creating the Town of Saratoga Master Plan; and they decided to schedule a second meeting to further research the consultants who bid on the project.

Originally, the intention for many was to make a decision that day; however, after some time debating over the intended method of making the choice, the group thought calling references should be an important part of the equation.

References had not been called before the meeting – although the group agreed that it was an important step in considering applications for the bid. So much so that Ed Glode, Mayor of the Town of Saratoga, decided to personally call every contractor’s references in a week’s time.

“I don’t mind as the mayor to make all these reference calls … that’s something I would like to do as mayor,” Glode stated.

The Town is using a ‘Consultant Evaluation & Ranking’ rubric that was provided to them by the Wyoming Department of Transportation (WYDOT). They are using eight sets of criteria to rank the consultants, which will ultimately determine the candidate. Those criteria, (in no particular order) are work related experience, personnel qualifications, previous experience and references, knowledge of project, product delivery requirements, current workload of firm, location and request for quotation match.

There are five different companies that made bids for the plan. Community Builders, Inc. from Douglas, Wyo., Landmark Design from Salt Lake City, Ut., McCord Development from Houston, Tx., Pederson Planning Consultants from Granby, Colo. and Sage Civil from Cody, Wyo.

In attendance during the meeting were Scott Kinniburgh, from WYDOT, Mayor Ed Glode, Stacy Crimmins, chief executive officer for the Platte Valley Chamber of Commerce, Suzie Cox, town clerk, as well as Kevin McCoy, planning & policy analyst for WYDOT and stakeholders from the Wyoming State Business Council and the Carbon County Business Council.

The group was keen on swiftly making a decision, as they would like to give the chosen consultant an opportunity to experience Saratoga in the summer months.

Therefore, the next meeting for the Town of Saratoga Master Plan is at 3 p.m. today at the Saratoga Town Hall. This will be the meeting that they hope to select a candidate so the contract can be finalized and the Town Council can vote on it in mid to late July.
