Council, Mayor at odds over planning commission

An appointment to fill a vacancy on the planning commission was the main point of contention between members of the Saratoga Town Council and Mayor R.T. Buchholz during Monday night’s council meeting.

Buchholz chose to ignore a recommendation from the planning commission that Fran Fisher be appointed to fill the vacancy and instead named Walt Miller to fill the position.

Buchholz cited the ordinance empowering him to make the appointment, which he said he can do without council confirmation. Town Attorney Kermit Brown said he was unsure of whether the Mayor can make the appointment without council confirmation because the Legislature has recently changed the wording on appointments. Brown said the present town ordinance does not specify council confirmation on appointments, however, he said the Legislature had recently changed the state statute regarding appointments to read that persons may be appointed to fill vacancies by the Mayor with the consent of the governing body.

Brown said he would have to research the issue to see if the town ordinance is grandfathered. If the ordinance is grandfathered, Brown said the Mayor could make the appointment without the consent of the council.

Councilwoman Sue Ellis said she would not go along with the appointment because it has been common courtesy for the council to honor recommendations made by the various town boards. She pointed out that Miller also serves on the Joint Powers Board noting it is not a good idea to flood the various boards with the same people.

Ellis told Buchholz, “You have enough dissention with the people you are forced to work with without cutting off the planning commission. This is rude.”

Buchholz said his appointment will stand unless Attorney Brown determines that the Mayor must have council consent.

Saratoga Stampede Action Saturday

The professional rodeo--called North America’s roughest competitive sport--swings into high kicking action here Saturday afternoon. The show is a highlight of the day-long Saratoga Stampede set to start at 10:00 a.m. with a parade through town.

The Celebration concludes with a dance that night. A dance is also planned for Friday night.

Grand entry at the rodeo will be at 1:30 p.m. at the Legion rodeo grounds.

Big-hatted entries in the annual rodeo will be in pursuit of a prize money packet expected to top the $1,890 cut-up among winners last year.

There were a total of 79 entries in the 1963 edition of the Stampede with individual money honors going to Mike Carroll of Laramie who won the calf roping and second in team tying for a total of $242.

As one of the more than 500 rodeos approved each year by the professional Rodeo Cowboys Association, competition will be conducted under the nationally recognized rules which assures top bucking stock in hard-fought action open to the best cowboys in the game.

On the Stampede’s event roster are: Saddle and bareback bronc riding, calf roping, steer wrestling, bull riding, jackpot team tying, jackpot ladies’ barrel race, and jackpot stake race. Rodeo livestock will be furnished by Bill McKee of Savery.

Prize money won in competition here will be credited to the sport’s World Championship title standings.

Entry fees, plus $500 added by the committee, will make up the purses in all but the jackpot events.

One special event scheduled throughout the day is a tug-of-war between Saratoga, Encampment and Rawlins at the race track in front of the grand stand.
