    The Hanna Town Council met at 6 p.m. on Jan. 9 to listen to Karl Smith from Engineering Associates speak about the new pipes to be installed in Old Town and Elmo.     The Saratoga Panthers hosted the Farson-Eden Pronghorns and the Cokeville Panthers in the Panther Den over the weekend.     The Bess Sheller room at the Rawlins Public Library was full as the Carbon County Library Board convened at 9 a.m. Wednesday, Jan. 17 for a special meeting.
