    Smoke lay over the town of Encampment Sunday and streets there were lined with residents watching and photographing flames spreading through grass and sagebrush up the Encampment River Valley about a mile southeast of Encampment. According to his wife, Sandy, Jeff Streeter was out in the field below the family yurt bucking hay bales when he heard an explosion.     The Saratoga Town Council met for its second scheduled meeting of the month Tuesday to quickly work though routine matters and address several non-routine agenda items. Besides routine matters, the council passed a resolution allowing the town to apply for funding for a Level I water study to plan future developments of the town’s water infrastructure.     Figures released by the Wyoming Department of Transportation (WYDOT) Tuesday verified what local residents observed over the weekend: traffic was terrible thanks to the influx of visitors for the solar eclipse. According to a release by WYDOT, the number of cars estimated to be on the road on Monday was 68 percent higher than the five year average for August 21.     Encampment High School's girls' volleyball team began practice the week before school started with hopes of improving on last year's success. Last year, the team started out the season with an uninterrupted string of victories, but in an emotional loss at the state finals in Casper, the team lost its footing and took third in the state.     The Saratoga High School football team has been busy at work in the week before school getting in hours of practice ahead of their first game coming up versus the Laramie JV team Saturday. Kegan Willford, the team's head coach, said even though the team lost six seniors to graduation, there are now seven seniors on the team to provide leadership to their younger teammates.     John Russo had 10 professional gun trainers out at the Spur Outfitters pistol range Sunday to teach the Advanced Defensive Pistol course. Fourteen students with skill levels ranging from never having fired a gun to fairly proficient attended the course in the proper defensive use of a semi-automatic pistol.
