    Platte Valley mule deer hunt areas may be limited for the first time ever. Wyoming Game and Fish released its proposed changes for hunting regulations Monday, and sought public input.     The Encampment Presbyterian Church will observe Maundy Thursday beginning at 6 p.m. in the Fellowship Hall. The service will be in memory of The Last Supper, Rev. Mikki Hall said. The candlelight supper will include worship music, praise music by the Encampment Youth Christian Band, reading scriptures of The Last Supper and communion, Hall said.     Katherine “Kathie” V. (Unger) Tinney, 60, of Cheyenne passed away Sunday, March 17, 2013, at the Davis Hospice Center after a long battle with leukemia. Kathie was born in Mobile, Ala. on May 20, 1952, to Don and Alice Unger. They then moved to Scotland, Texas and then Colorado. She graduated from Northglenn High School and attended BYU and LCCC.     The Carbon County School District No. 2 (CCSD 2) Speech and Debate Team placed second in the 1A/2A division at the Wyoming State Speech and Debate Competition held March 14, 15 and 16 in Rock Springs.     The community garden, which began last year, will have a full growing season and can begin signing up for the beds. The beds are $25 each and entitle the renters to use of the bed and to pick produce from the community strawberry plants and apple trees in the garden.     Although Carbon County School District No. 2 is in a tough position with its budget, district officials need to carefully consider where to cut the $15 million budget.     The Encampment Family, Career and Community Leaders of America (FCCLA) brought home 25 medals Friday after competing against 36 schools and 710 entries. FCCLA advisor Cheryl Munroe said 522 FCCLA members were registered at the state competition. She had 24 students compete.
