    Milo Hunter, a member of the local Scout troop, helped the Webelos participate in the winter Camporee and Klondike race March 2 at the Rendezvous area on the outskirts of Encampment. The local Troop 153 is comprised of Saratoga Boy Scouts and Webelos from around the Valley.     The last time I walked into the Event Center in Casper was for the State Wrestling Meet exactly 20 years ago. Back then I was a contestant in the meet and all the teams came through the doors in the back of the complex. All the busses for all the teams in the state still line up in this parking lane to drop off wrestlers, coaches and team managers.     he Carbon County/Saratoga Water and Sewer Joint Powers Board (W&SJPB) met last Wednesday to discuss upcoming and current projects. The new water meter system is still the main issue for W&SJPB. Ten percent of the total bid price was withheld in the case that any original work on the meter relocations needed to be redone.
