Saratoga artist and cartoonist Jerry Palen, right, was honored by Wyoming Governor Matt Mead in his recent State of the State address. Mead elaborated on Palen's nationally-syndicated cartoon series Stampede, his paintings, sculptures and the fact that every president since Jimmy Carter has come to Palen for artwork.
