    A proposed ordinance to Saratoga Municipal Code failed first reading during the October 20 meeting of the Saratoga Town Council. Ordinance No. 858, unofficially dubbed the “Pesto Festo Ordinance”, was presented by Councilmember Jon Nelson and would have amended code regulating specially permitted events.     As frigid temperatures visit the Valley, snow falls, and cold and flu season begin, the effects of the novel coronavirus (COVID-19) are still being felt seven months after the first cases were reported.     Ryan Duncan Williams-Treat, 38, of Frederick County, Virginia died Sunday, October 18, 2020 at his home. Ryan was born in 1982 in Wellsboro, Pennsylvania, son of Kelli Jo Fish (Danny) and Earl Larue Treat (Gerri). He was a veteran of the United States Navy and was employed through the Federal Government with the US Navy.     Governor Mark Gordon has allocated remaining federal CARES Act funding to help Wyoming businesses and nonprofits with ongoing COVID-19 related losses and expenses.
