    The announcement of Ark Regional Services scrapping their recycling program left the Upper Platte River Solid Waste Disposal District Board (Landfill Board) members scrambling to find a place that will take their recycling.     Joseph B. Stolns, 72, of Saratoga died April 2, 2014 at the Veteran’s Affairs Hospital in Cheyenne. He was born Oct. 8, 1941 in Superior, Colorado to Lewis and Mary Ann Stolns. He worked as a water well driller. He was a member of St. Anne’s Catholic Church, International Order of Oddfellows, American Legion Post #54, a Past Master of Masonic Lodge #14, a charter member of the VFW in Encampment and a 53-year member of the Volunteer Fire Dept. More than a dozen students from Saratoga Middle/High School (SMHS) met with the council and the mayor to propose changes to the 2014 Saratoga Cancer Walk.     Just as the weather starts to warm up, the town of Saratoga will be down one public park. Veterans Island Park will be closed to the public during parts of this summer to make way for the pedestrian bridge project.     After being closed for minor damage in January, the bridge near Flying Diamond Ranch has been repaired and is open to traffic.
